2007 | The Riviera Evacuation Drill was a half-day event held on Saturday April 28, 2007. The exercise was sponsored by the City of Santa Barbara Fire Department and the Office of Emergency Services. The drill was co-sponsored by the Riviera Association and Santa Barbara County Fire Safe Council. The exercise was the first full-scale drill the City has conducted with a full-time Emergency Manager. The drill simulated an urban interface wild fire in a highly populated area of Santa Barbara City. Click here for more info. |
2006 | Office of Emergency Services moved from the Police Department, 215 E. Figueroa Street, to the Santa Barbara Fire Department Headquarters, 121 W. Carrillo Street. |
2006 | The first full-time Emergency Services manager is hired for the newly formed division within the Fire Department. |
1991 | Emergency Services Coordinator position becomes a sergeant’s position within the Police Department with part-time clerical staff. |
1979 | The Santa Barbara City Emergency Council was moved from the basement at City Hall, 735 Anacapa Street, to the Police Department’s old archive area. Position established was part-time. The move was determined by Protection Factor (PF) set by then State Office of Emergency Services (OES) and the fact that the personnel in City Hall needed more space.

1975 | City of Santa Barbara passed Resolution 75-575 to assist with County Fire calls during County Fire Department Strike.

1974 | NAWAS (National Warning System) negotiated an agreement to include Flash Floods, Heavy Snow, Heavy Surf, Tornadoes, Severe Thunderstorms, and Severe Winter Storms as part of the weather dissemination. |

1973 | Sheffield Dam Evacuation Plan completed per City Ordinance 3593. |
1973 | Name changed from the City of Santa Barbara Civil Defense Office to the Office of Emergency Services per Res. No. 7749.
Also, Civil Defense Operations Officer renamed Coordinator of Emergency Services. |
1970 | Due to the changes to Assembly Bill 560 the City changed the Office of Civil Defense Council to Santa Barbara City Emergency Council. |
1970 | California Disaster Act amended to California Emergency Services Act. Approved by Governor Jerry Brown, effective November 23, 1970.
The Act designated each County as an Operational Area. This concept of the Operational Area had been in effect since 1963 as a result of its inclusion in the State Civil Defense and Disaster Plan. |
1969 | Three (3) Fallout Shelters were designated by the Department of Defense Armed Forces (DoD) which conducted inspections on fallout shelters. In Santa Barbara there were approximately 70 shelters; but three designated by the DoD were stocked by the Federal government. There were inspections of the other shelters but they were minimally staffed. - 5/19/69 Lobero Hotel

1967 | Disagreement regarding the use of retired military personnel running the Office of Civil Defense let to numerous editorials in the Gazette Citizen. Questions arose as to the validity of the Office of Civil Defense (OCD) and if it was something needed. There were several editorial articles written stating that the OCD was not needed. At this time City Council cut the budget and the personnel.
